Bolsonaro veto plans to suspend the validity period of public tenders

President Jair Bolsonaro has vetoed a bill that suspended the validity period of federal public tenders made before the Covid-19 pandemic in the country. The proposal was approved in December by the Senate. According to a note from the Secretariat for Legal Affairs of the Presidency of the Republic, the veto intervened because of the legal certainty of the calls for tenders already closed and because of an opposition to the public interest. “The legislative proposal went against the public interest by suspending the counting of the periods of validity of the offers until December 31, 2021, a period already elapsed, which could involve the application of retroactive effects by restoring the validity offers which have already ended and create legal uncertainty. In this way, it is understood that the legislative proposal has lost its purpose, ”the agency informed.
